NSW:Illawarra unions want more from govt

SYDNEY, Aug 31 AAP - Unions on the NSW south coast stung by the prospect of massive
job losses are demanding a large boost in the federal government's support for the struggling
region.

The South Coast Labour Council (SCLC) has called for a significant and immediate cash
injection in the Illawarra economy after BlueScope Steel's announcement last week that
it was shedding more than 1000 jobs.

The federal government has promised $30 million to help restructure the region's economy
and $10 million to help sacked steel workers.

But SCLC secretary Arthur Rorris says that contribution is like "trying to zip-start
a jumbo jet with a whipper snipper cord" as the region heads for economic doom.

"The steel industry job losses are a massive hit for the region which will rip billions
of dollars out of our regional economy in the coming years," Mr Rorris said in a statement
on Wednesday.

"Thirty million dollars is a start but it won't even come close to dealing with the
scale of the economic disaster looming for the Illawarra region and the thousands of other
jobs now at risk."

Prime Minister Julia Gillard was in the Illawarra on Tuesday to reassure workers that
the government could manage the region's problems.

She would not commit to a regional stimulus package, preferring first to rely on funding
measures already announced by the government.

The SCLC, which claims to represent 50,000 workers through its 29 affiliated trade
unions, said the region needed immediate action, not "another long-term plan".

BlueScope announced last week that it was axing 1000 workers and closing its export business.

About 800 of those jobs are being shed from the company's Port Kembla plant in the
Illawarra, with the rest to come from its Western Port hot strip mill in Victoria.

PUTRAJAYA: The country's broadband penetration rate currently stood at 57.1 per cent, surpassing the 50 per cent target set for last year, Information, Communication and Culture minister Datuk Seri Dr Rais Yatim said here yesterday.

He said the country aimed to achieve 60 per cent by the end of this year.
"The government is making concerted efforts to introduce more information and communication technologies to achieve our target," he said in a speech read by his deputy, Datuk Joseph Salang.

"ICT programmes such as the Broadband General Population and High Speed Broadband under the National Broadband Initiative have been aiding the increase of the country's broadband penetration."

He said "The Internet of Things" (IOT) concept, under the current Digital Lifestyle Malaysia Initiative, would spur further growth.

Jointly organised by his ministry, Economic Planning Unit, National Centre of Excellence for Sensor Technology and Casagras, the IOT began with a seminar to raise awareness and expose the concept to decision makers.

(Casagras stands for Coordination and Support Action for Global RFID-related Activities and Standardisation).

IOT is an ongoing movement, which strives to merge physical objects with the Internet, increasing communication, synergy and effectiveness between machines and their operators.

Examples of successful IOT applications were intelligent appliances such as refrigerators, which could tell the user what foods were going to expire.

Other examples included radio frequency identification tagged objects, such as cargo containers that could track valuable items to prevent it from being smuggled or lost in transit.

Salang said these technologies were achievable.

"Yesterday's fiction can be tomorrow's reality.

"The possible applications for IOT are limitless.

"If the country is not at the forefront of the technological revolution, we should not be too far behind either."

Economic planning unit director-general Datuk Noriyah Ahmad said demand-driven technological evolutions like the IOT could provide the nation with economic opportunities.

"The careful study of potential demands for such technologies can create economic growth in the country."

She said pilot projects, which investigates the feasibility of IOT technologies, headed by local institutions, were already underway.

Casagras co-ordinator Dr Ian Smith said the initial costs in setting up infrastructure for IOT might be expensive.

"However, since the application of IOT technologies increases efficiency in many areas, the initial investment can be recovered quickly.

"Also, once the technology is developed, it can be sold because there is a current global demand for knowledge-based commodities."

FED:Victoria to send firefighters to Israel

MELBOURNE, Dec 5 AAP - Victoria will send five firefighters to Israel to help battle
a bushfire that has already claimed 41 lives.

The fire, the worst in Israel's history, has torn through the Carmel forest in the
north of the country, razing thousands of acres of land.

It has caught the country, which prides itself on its rescue expertise, woefully unprepared.

Prime Minister Julia Gillard said on Sunday the team of aviation experts would be deployed
within 24 hours to help control and direct fire-fighting aircraft.

It followed a formal request from Israeli Prime Minister Benjamin Netanyahu to help
battle the forest fire, which began on Thursday near the city of Haifa.

The aircraft officers from Victoria's fire agencies are due to leave Melbourne for
Israel on Monday morning.

They will be led by Department of Sustainability and Environment chief officer Ewan
Waller, who was one of those at the helm during Black Saturday.

Mr Waller, who travelled to Israel in 2007 to compare forest fire management operations,
will coordinate the deployment.

"The call for assistance from Australia was for people with very specific skills in
managing fire-bombing aircraft in a forest fire environment," Mr Waller said.

"They will be managing fire bombing operations, aerial intelligence gathering and tactical
deployment of aircraft in the fire fight."

Australia is also making moves to provide chemical fire retardants if Israel requests
for them, and will leave the door open to possibly providing more resources.

Fire Services Commissioner Craig Lapsley said he was confident that the deployment
would not interfere with the Victoria's own preparations for the bushfire season.

"Consideration of this request included ensuring that the deployment would not compromise
Victoria's preparations for the season," he said.

CANBERRA, April 28 AAP - A health expert says tobacco companies are likely to challenge
a plan to force them to use plain cigarette packaging - but he's confident they'll lose.

The government will announce on Thursday plans to bring in laws making plain packaging
compulsory for cigarettes and other tobacco products by January 1, 2012.

Public health organisations have embraced the plan, as have the Australian Greens.

Rob Moodie, chair of the National Preventative Health Taskforce, said it would be a
world first and a terrific move.

Up to 80 per cent of cigarette packets would be covered with graphic warnings featuring
cancers and clogged arteries, and without other patterns on the packaging, the warnings
would stand out more.

Cigarette companies would probably challenge the move, Dr Moodie said.

"We know that the tobacco companies are very scared of (plain packaging) so that shows
that it is an important issue," he told ABC Television.

"It's the last bastion they have of promoting their products ... particularly that
will encourage children to smoke."

Dr Moodie was confident the federal government could win the fight and mandate plain packaging.

"We're pretty sure that in the long run we'll get national and bipartisan support."

The Australian Greens have warned that if tobacco companies try to challenge the packaging
laws, they would support higher cigarette taxes to recoup the full cost of smoking to
the health system.

WA: National tourism strategy launched to encourage investment

PERTH, Dec 15 AAP - A new national strategy has been launched to lift the profile of
tourism across Australia and encourage investment and innovation in the industry.

Federal Tourism Minister Martin Ferguson launched the national long-term tourism strategy
in Perth on Tuesday.

He also announced more than $8 million in grants for innovative tourism businesses
that were encouraging development.

Mr Ferguson said the strategy was designed to unite the industry and work towards common
goals and encourage investment from the private sector.

He said Australia's business leaders needed to recognise the $40 billion tourism industry
as significant.

"This is about better positioning the tourism industry in Australia economically,"

Mr Ferguson said.

"Tourism's economic importance is far greater than most people in Australia actually appreciate.

"It generates more than 10 per cent of total Australian exports as reflected in 2007/08."

Mr Ferguson said the strategy was also designed to improve training and work opportunities
in the industry, which directly employs nearly half a million Australians.

In Western Australia, where another mining boom is set to increase the number of people
flocking to the state, Mr Ferguson said the time was for ripe for investors to snap up
opportunities.

The biggest challenge WA faced in expanding its tourism industry was the upgrade of
Perth's international and domestic airports and building new accommodation facilities,
he said.

Perth's three- and four-star hotel facilities were mostly built between 1965 and 1980,
and they needed to be "refreshed", Mr Ferguson said.

WA's Tourism Minister Liz Constable said it was a priority to encourage hotel and hospitality
investment.

CANBERRA, Aug 6 AAP - Over 45 and over the hill?

That's the growing perception of Australian employers and it's getting harder and harder
to overcome, federal Age Discrimination Commissioner Elizabeth Broderick believes.

In a speech to the Australian Institute of Family Studies on Thursday, Ms Broderick
said age discrimination remained one of the biggest factors limiting workplace participation
for people over 45.

And it's a growing issue that knows no boundaries, superseding biases related to gender,
race, religion and sexuality.

"It is not someone else's issue - it can happen to all of us," she said in the speech.

As a 47-year-old, Ms Broderick said she was appalled when told at a recent briefing
that 45 and onwards was considered mature-age.

By 2020, two out of five people in the workplace would be aged 45 and over.

"We should not be made to feel we have reached the scrap heap of working life when
we turn 45, particularly when most of us would consider we have at least 10 to 25 working
years left in us," she said.

"The increase in the age pension age to 67 signals an expectation for us to work longer.

Unaddressed unlawful age discrimination emerges as a very clear problem in relation to
employment in our community."

Discrimination against "older" workers - perceived to be slower and harder to train
- was entrenched in social thinking, said Ms Broderick.

She called for a change in perception.

Just take a look at the likes of Barack Obama, Elle Macpherson, Madonna and Julia Gillard
- all are over 45 and proving it is no barrier to success, she said.

Unaddressed, she warned age discrimination was likely to touch many Australians - and
earlier than they may have thought.

Australia has lower workplace participation rate for mature age workers than most OECD countries.

SYDNEY, Aug 25 AAP - The federal government will withhold welfare payments from the
families of children who consistently skip school in a bid to combat skyrocketing truancy
rates.

Legislation to enforce the radical new plan will be put to parliament this week in
a move that hopes to make school attendance a "mutual responsibility" for children and
parents alike, News Ltd newspapers report.

Prime Minister Kevin Rudd told News Ltd that if a child avoided school with no reasonable
excuse, welfare payments would be suspended for 13 weeks.

"The key thing is for us is to make the education revolution real for all kids where
school attendance is a real problem," Mr Rudd said.

"Obviously there can't be an education revolution for kids if they're not at school,
and we are determined to make sure across Australia that they are attending schools properly."

The decision to suspend welfare payments would come after communication between Centrelink
and schools.

"The kid who is away for days on end without a medical certificate, or without any
other reasonable presentation of grounds, those measures will kick in," Mr Rudd said.

"It's part of our approach of mutual responsibility and we think it is an important
way to go because it's those kids who miss out from regular school attendance who are
going to be the most vulnerable across the entire country."

international powerboat racing series next year.

NSW Ports and Waterways Minister Joe Tripodi announced the government's bid this morning
to an industry breakfast at the Sydney International Boat Show.

If the NSW government bid was successful the Class One Powerboat World Championships
would be held on Sydney Harbour, Mr Tripodi said.

"While it is early to be definitive in any way it's necessary to say that any proposed
course on the harbour should provide fantastic free vantage points for spectators," he
said.

"If this (bid) is successful next year we hope that Sydney harbour will become the
backdrop for one of the international legs of the Class One Powerboat World Championship
series in following years."

SYDNEY, Feb 1 AAP - A man charged over two armed robberies has been granted conditional
bail in a Sydney court.

Jhad Jodeh, 19, of Merrylands, appeared in Parramatta Local Court today charged over
the robberies on October 9 and 11 last year.

In the first incident, police allege a security guard was threatened by a man with
a gun after collecting cash from a fast food restaurant at Enfield, in Sydney's west.

Police were told the armed offender fled on a motorbike with a bag of money.

Two other men also were believed to have been present at the time.

Two days later, two men wearing motorcycle helmets allegedly demanded money from a
service station attendant in Auburn, in Sydney's south-west.

Police allege a number of shots were fired before the men fled with a sum of cash.

No-one was injured.

Jodeh was arrested yesterday by Robbery and Serious Crime Squad detectives attached
to Strike Force Maraket, established to investigate the robberies.

He was later charged with two counts of robbery while armed with a dangerous weapon.

He will face Burwood Local Court on February 7.

The 29-year-old has been punched several times in the head by a man .. aged about 20
years .. while travelling between Wooloowin and Eagle Junction in Brisbane's north at
about 11.50 (AEST) last night.

Police say the victim suffered bruising and cuts to his face.

The offender fled when the train stopped at Eagle Junction station.

A witness to a 2002 Hamilton Island plane crash which claimed six lives .. says he's
surprised the pilot tried to take off because the aircraft's engine sounded so sluggish.

SCOTT TOWLEY's told a Brisbane inquest he was surprised the pilot continued with the take-off.

The single engine Piper Cherokee crashed shortly after taking off from Hamilton Island
in Queensland's Whitsundays bound for nearby Lindeman Island on September 26th 2002.





New Zealanders KEVIN BOWLES .. his wife JOANNE .. and their children nine year old
SOPHIE and six year old MICHAEL .. died in the crash as well as the Australian pilot ANDREW
MORRIS .. and American honeymooner CHRISTOPHER LE GALLO.

The 48,000 students who completed a full VCE began receiving their results electronically today.

Ms KOSKY says students who are worried about their Tertiary Entrance Rank scores should
consult their teachers because there's more than one way to achieve the career they want.

Results were released at 7am (AEDT) electronically, and by 9.30am today 39,000 students
downloaded their results from the internet, 8,500 students had received results by telephone
text message (SMS) and 5,200 by an automated phone service.

Results sent by mail will be delivered from tomorrow.

The Victorian Tertiary Admissions Centre says 6853 students have achieved a tertiary
entrance score of 90 or more.

Etisalat may launch in Turkmenistan mobile sector.(WIRELESS)

With Turkmen mobile subscribers currently only able to subscribe to services of a single provider after the government refused to renew the concession of market leader MTS Turkmenistan earlier this year, UAE-based Etisalat is rumored to be considering entering the country's mobile sector. According to Turkmenistan.ru, a delegation from Etisalat has been in the capital Ashgabat, and the Middle Eastern executives have held talks with the Turkmen state regarding the possibility of a partnership in the telecom sector. The report claims that Etisalat's representatives have told the government that they could launch both mobile voice and Internet services in Turkmenistan "using the latest technology and equipment."

In December 2010, the Turkmen authorities suspended MTS's license for a month, and the following month Turkmenistan's Ministry of Foreign Affairs (MFA) claimed that the operating agreement it signed with MTS in 2005 was only valid for five years. The decision by the state not to renew the concession means that TM-Cell, the wireless unit of fixed-line incumbent Turkmentelecom, is now the de-facto monopoly mobile voice provider in Turkmenistan.

The National Career and Technical Education research agenda.(RESEARCH REPORT)(Report)

ESTABLISHING A CURRENT RESEARCH AGENDA WITH KEY RESEARCH ACTIVITIES IS CRUCIAL for the continuous development of career and technical education (CTE) programs that meet the needs of students, industry and society. Research frameworks for CTE were developed over the past decade from studies completed by Lewis (2001) and Pearson and Champlin (2003). Lewis (2001) conducted a needs-sensing study in 2000 in collaboration with the National Dissemination Center for Career and Technical Education (NDCCTE) and the National Research Center for Career and Technical Education (NRCCTE). Pearson and Champlin (2003) completed a follow-up of the Lewis study with the NDCCTE and NRCCTE. Most recently, the National Assessment of Career and Technical Education (NACTE) proposed a research agenda for CTE in response to the Congressional mandate outlined in the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV). Rojewski (2002) noted that few descriptive research frameworks existed for CTE. He suggested that a conceptual framework for a research agenda should be based on the existing literature, the current state of education reform, and projections of future direction for the economy, work-family-community demands, and CTE.

The conceptual framework that provided the primary foundation for this study was based on investigations and reports produced by Buriak and Shinn (1989, 1991, 1993), Radhakrishna and Xu (1997), Silva-Guerrero and Sutphin (1990), and Rojewski (2002). Each of these researchers concluded there was, indeed, a need for focused, relevant and rigorous research in CTE. The following graphic illustrates the conceptual framework that was used in this Delphi investigation to arrive at the elements of a new research agenda for CTE. In addition to research problem areas from the aforementioned researchers, input was secured from CTE stakeholders using a modified Delphi design, and members of the research committee of the Association for Career and Technical Education (ACTE).

The primary purpose of this study conducted during 2007-2008 was to identify consensus among nationally dispersed CTE experts using a Delphi technique regarding problems, objectives and activities that comprised a research agenda for CTE. The study panel was composed of experts from the United States and the District of Columbia who represented 57 affiliations and organizations with direct ties to CTE. The Delphi process for this study was conducted in three rounds. Data were collected using the online survey collector, Survey Monkey. The qualitative data were analyzed using the Affinity Diagram method of data analysis.

The basic structure for the National CTE Research Agenda was developed at the conclusion of the data analysis from the Delphi rounds. Rounds four and five served as validation rounds for the findings from earlier in the Delphi process. Data collection methods included online instruments using an Internet-based survey tool. Data analysis revealed five research problem areas, 15 research objectives and 53 research activities which were organized into the agenda structure. Findings from this study were placed into a CTE Research Agenda Logic Model which clearly illustrates a systematic approach to addressing the research questions identified in this study. The National CTE Re search Agenda Logic Model and the National CTE Research Agenda structure were accepted by 97 percent of the expert panel members (Lambeth, 2008). This summer at ACTE's board meeting, held in Alexandria, Virginia, the National CTE Research Agenda was accepted as the model for future program and professional development. Currently, discussion is in progress by ACTE and the Association for Career and Technical Education Research (ACTER) regarding the dissemination and implementation process for the agenda.

The agenda is presented using a color model which includes the five research problem areas (RPA) and 15 CTE research objectives (RO) identified in this study. This depiction was intended to allow the observer to see the big picture of the proposed National CTE Research Logic Model. It was designed to reflect the CTE philosophy and mission as the core of study in CTE. The inner ring depicts the RPAs with a spectrum of color symbolizing the uniqueness of each RPA, while also indicating that each RPA is connected and interchangeable. This model does not provide the prioritization of the RPAs by number as provided in the research agenda structure, but instead presents a logical order for reference. The outer ring depicted in shades of gray represents the ROs. This coloration illustrates the ROs as fluid objects in the model. Theoretically, these objectives could be placed under any of the problem areas and still maintain their importance for study. Please note each in the following graphic.

Based on findings from this study, rigorous research designs and data analysis strategies are imperative to the future of CTE research. Rigorous qualitative and quantitative approaches need to be employed to provide the most reliable data. Comments submitted by CTE expert panelists from this study suggest that there is the perception that CTE research is being accomplished on a small scale and that it is separate from the academic curriculum, thus making some CTE research redundant (Lambeth, 2008).

Lagemann (2000) indicated that networks and collaboration between and among faculties from different disciplines should be created to overcome the isolation of education research. These networks can be found among faculties from different disciplines through organizations that meet individual researcher needs and interests. ACTE and ACTER could develop these types of networks based upon the agenda. Combined with continually emerging topics, the information collected in this investigation from the experts in the CTE profession can assist researchers, educators and policymakers when planning and con ducting research, teaching and establishing policy for program curriculum, teacher education and professional development.

Based on the findings in this study, it is concluded that the CTE research model can serve as a conceptual guide for conducting research based upon the core of CTE which is based on the mission and philosophy of CTE. The 53 research activities on which the expert panel reached consensus provide direction for CTE research. In this study, the expert panel submitted 134 unique research activities during the Delphi process. It was concluded that the 61 research activities that failed to reach consensus may reveal 'niche' activities that warrant further investigation.

The implications based on the findings from this study indicate that the results for this investigation provide clear focus for state and national CTE leaders and researchers as they chart the course for the future direction of CTE programs, research and professional development. An attempt must be made to ensure that CTE, as a unified body, is positioned to address the nation's educational trends and issues. Furthermore, the effectiveness of the CTE programs should be measured with more than anecdotal evidence. CTE programs should be assessed for effectiveness using qualitative as well as quantitative methods. Clear and concise empirical evidence based on approved research methods will provide a solid foundation for decision making. A sustained effort for research in CTE should be made by scholars in collaboration with national and international associations and organizations.

Based upon the results of this study it is recommended that the proposed model be viewed by stakeholders as a descriptive model and not a prescriptive model (Lambeth, 2008). It is also recommended that one or more national organizations in CTE should create an educational process for monitoring and keeping state and national leaders updated on emerging CTE research. Organizations such as ACTE and ACTER could possibly be the best place to begin the suggested process. HSBC opens its second customer service centre.(Hongkong and Shanghai Banking Corporation)

HSBC has formally opened its second Customer Service Centre in Abu Dhabi at Musaffah Area on 9 April. HSBC is the first international bank to be situated in this growing industrial district which houses many large and leading international and local companies.

The Centre was inugaurated by Lester Wynne-Jones, Regional Head of Personal Financial Services in the presence of Mohammed Almulla, recently appointed Chief Executive Officer of HSBC in Abu Dhabi, Daffer Luqman, Head of Branch Management; and Khaled Rasheed, Abu Dhabi Branch Manager.
